Engaging senior management is a critical issue. What’s interesting about approaches to open source in local authorities that these seem to tend to start off small at ‘grassroots’ level within individual departments, reach the attention of senior management, and scale-up from there. Open Source is often much easier for senior managers to appreciate and buy into once they can see something working that’s successful.
I agree that engaging senior management is critical; my concern with the small grassroots type developments is that without strategic guidance and/or overview, the small development fails to scale successfully and in so doing it is the open source aspect that gets blamed, rather than the lack of planning/foresight/integration.
Also it is senior management buy-in (and understanding of how open source works) that is often required for proper engagement with the communities surrounding the products being deployed; even if that is limited to the purchase of a support contract from a key company.
